eCherha for trucks: new rules for the system's operation approved

The Ministry for Communities and Territories Development has approved new rules for the operation and use of the eCherha system for crossing the border. This refers to Order No. 1028 of June 20, 2025. The document has already been registered by the Ministry of Justice of Ukraine. The updated rules are primarily aimed at ensuring predictability of time spent in the online queue and taking into account the transportation of priority goods.

It is on the basis of these rules that further updates to the system and the development of the necessary functionality will take place.

In particular, the rules provide for priority arrival at checkpoints for trucks: 

  • containing perishable goods;

  • transporting goods of companies with Authorized Economic Operator (AEO) status;

  • having a transit declaration (T1) or a Carnet TIR.

 

The ratio of priority cargo to other types of cargo will be calculated in accordance with the approved rule, namely 1 AEO/T1/TIR truck with perishable cargo: 1 truck transporting perishable cargo: 1 AEO/T1/TIR truck: 5 trucks not having priority.

It is also envisaged that vehicles of the Security and Defense Forces of Ukraine traveling on official business will be given priority at border crossing points.

An important innovation in the rules is the introduction of tools to ensure the predictability of the queue. Namely, preventing situations where carriers reserve a place in the queue “just in case” without a clear intention to carry out the transportation. By doing so, they increase the queue, which becomes unpredictable during periods of mass cancellations or extensions of waiting times by carriers, especially on weekends.

To overcome this phenomenon, the number of queue extensions and cancellations will be limited in the system.

Thus, the queue extension function can be used once every two months (60 days) for each carrier's truck. It will be possible to postpone arrival at the checkpoint once for 4, 6, 8, or 10 hours.

As before, users will have an opportunity to cancel the queue. At the same time, the electronic system will automatically block the possibility of registering a specific truck in a new queue for two weeks if:

  • User entered inaccurate data about the driver, cargo, or vehicle;

  • Data on crossing the border without registering in the e-queue was detected;

  • Data on cargo transportation was detected, but an empty vehicle was indicated during registration in the queue;

  • User twice in a row independently canceled the place in the queue for a truck that was already in the “entry to the checkpoint” status;

  • Queue was canceled by the system twice in a row due to the truck not arriving at the checkpoint;

  • One day before crossing the border, the user canceled the place in the queue twice in the last 30 days.
