How Ukraine’s Services Exports Changed in 2025

In 2025, Ukraine’s services exports decreased by 7.7% compared with the same period in 2024. Transport services made the largest contribution to the overall decline in export volumes. At the same time, growth in exports of computer services, professional and management consulting services, as well as personal travel, increased the share of these service categories in total services exports.
Overall Dynamics of Foreign Trade in Services
By the end of 2025, the total value of exports of all types of services amounted to USD 15.98 billion. This is lower than in the corresponding period of 2024, when services exports totaled USD 17.31 billion. As a result, by year-end the overall volume of services exports decreased by USD 1.33 billion (–7.7%).
Alongside the decline in exports, services imports also decreased. In 2025, services imports amounted to USD 21.73 billion, compared with USD 23.10 billion in the same period of 2024. Consequently, services imports fell by USD 1.36 billion (–5.9%).
A similar trend was observed in merchandise exports, although the scale of the decline was smaller. According to data from the State Customs Service of Ukraine, in January–December 2025 Ukraine’s exports of goods totaled USD 40.37 billion, which is USD 1.21 billion (–2.9%) less than in 2024. Thus, services exports declined more rapidly than goods exports, indicating a higher sensitivity of the services sector to external and internal economic factors in 2025.
In contrast, goods imports showed the opposite trend. By the end of the year, their volume increased to USD 84.74 billion, up by USD 14.09 billion (+19.9%) compared with 2024. This sharply contrasts with the decline in services imports and points to structural differences in the recovery of domestic demand and dependence on imported goods.

Increase in Share
Computer services remain the leading category in Ukraine’s services exports and further strengthened their position over the year. In 2024, exports of computer services amounted to USD 6.45 billion, accounting for 37.2% of total services exports. By the end of 2025, exports of computer services increased to USD 6.65 billion, while their share in total services exports rose to 41.6%.
An increase in share was also recorded in the category of personal travel. In 2024, exports of these services amounted to USD 953 million, or 5.5% of total services exports. In 2025, exports of personal travel increased to USD 1.10 billion, raising their share to 6.9%.
In addition, professional and management consulting services strengthened their position. In 2024, exports of these services totaled USD 1.02 billion, with a share of 5.9%. By the end of 2025, exports in this category grew to USD 1.13 billion, and their share in total services exports increased to 7.0%.
Other types of services whose share increased in 2025 (compared with the corresponding period of 2024) include:
Other business services — share increased to 19%;
Road freight transport — 3.5%;
Manufacturing services on physical inputs owned by others — 5.4%;
Government goods and services n.i.e. — 4.6%;
Business travel — 0.8%;
Construction — 0.6%.
Loss of share
In 2024, transport services ranked second by both value and share in the structure of Ukraine’s services exports, after telecommunications, computer, and information services, accounting for 24.1% of the total, or USD 4.17 billion. By the end of 2025, despite a decline in export volumes to USD 2.55 billion, transport services remained in second place in the export structure, although their share decreased to 15.9%. In particular, exports of rail transport services declined by 0.8%, maritime transport by 0.6%, and other modes of transport by 7.7%.
Technical services, trade-related services, and other business services also experienced a decline during 2025, with their combined share falling by 10.6%.
IT Leadership in Services Exports: Growth of Computer and Information Services
Telecommunications, computer, and information services retained their leadership position, remaining the largest component of services exports in 2025, with a total value of USD 6.81 billion. The share of telecommunications, computer, and information services in total exports of all types of services increased to 42.6%. Over the year 2025 compared with 2024, the overall growth rate for this category was 3.0%.
Computer services continue to be the main growth driver within this category, amounting to USD 6.65 billion in 2025, up from USD 6.45 billion in 2024, reflecting a year-on-year growth of 3.3% and maintaining a high share of total services exports at 41.6%.
Information services showed the strongest expansion, increasing from USD 47 million in 2024 to USD 78 million in 2025, which corresponds to a 66% year-on-year growth. Their share in total services exports rose to 0.5%.
By contrast, telecommunications services experienced a significant decline, falling from USD 117 million in 2024 to USD 77 million in 2025, representing a 34.2% decrease and reducing their share to 0.5%.
