Government standardises procedures for creating and maintaining key customs registries

On 2025 15 July, the Cabinet of Ministers of Ukraine adopted a resolution that regulates and standardises the processes for creating and maintaining several key registries by customs authorities:
The Unified State Register of Authorised Economic Operators;
The Register of Guarantors;
The Register of Enterprises Engaged in Customs Brokerage Activities;
The Register of Enterprises Operating Duty-Free Shops;
The Register of Enterprises Operating Customs Warehouses;
The Register of Enterprises Operating Temporary Storage Facilities;
The Register of Enterprises Operating Commercial or Service-Type Free Customs Zones.
These changes were developed by the Ministry of Finance and the State Customs Service in line with the provisions of the Law of Ukraine “On Amendments to the Customs Code of Ukraine to Implement Certain Provisions of the EU Customs Code”.
Entries into these registries are made by the State Customs Service or, in cases specified by the Customs Code of Ukraine, by customs offices, depending on the type of enterprise activity, or automatically through the Unified Automated Information System of the Customs Authorities.
These changes mark another step towards aligning Ukrainian customs legislation with European standards. The information from these registries can serve as a source for analysing the market of services, assessing trends, identifying needs, and developing effective strategies for advancing foreign trade.
